This preliminary section introduces participants to the rationale, overall training design and educational philosophy, as well as structure of the Outcome-Based Education Training on Diversion for Multi Disciplanary Teams (OBET DMT). Once enrolled in the course, the three duty bearers namely the Barangay Captains, Local Police Officers, and Local Government Social Worker Development Officers (LGSWDO) will be invited to a synchronous orientation to meet the OBET DMT Team. 

Participants will be oriented on the expectations from each of them, timelines, how to use the OBET DMT learning management system, and what they can actually do after their training.

PROGRAM OUTCOME:

Demonstrate sensitivity in handling CICL in all stages of implementing juvenile justice and welfare system

SPECIFIC OBJECTIVES:

1. Discuss the developmental stages and milestones of children

2. Explain the drivers leading to CILC and CAR

3. Differentiate the CICL from CAR

4. Explain the various roles of designated duty bearers of diversion in the community

5. Effectively communicate to simulated CAR and CICL

1. Demonstrate sensitivity in handling CICL in all stages of implementing juvenile justice and welfare system

2. Given illustrative cases, apply the appropriate principles of restorative justice like victim-offender conferencing using a multi-disciplinary and community-based approach in preparing the child for diversion and other alternatives to detention

3. Apply correct process and active coordination with the local government and other agencies in cases involving CICL


SPECIFIC OBJECTIVES

1. Competently handle simulated Children at Risk (CAR)

2. Explain the salient provisions in RA 9344 as amended and RA 9165 that relate to handling of CICL qualified for diversion and alternative measures to detention

3. Manage CICL who are below 15 years old

4. Apply appropriate principles of restorative justice to CICL who are ≥ 15 years old and acted without discernment

5. Apply the most judicious principles of restorative justice to CICL who are ≥ 15 years old and acted with discernment

6. Determine the appropriate course of action to take in cases of CICL who reach 21 years old

Specific Objectives

1. Given sample scenarios, duty bearers should be able to show readiness to conduct a diversion conference

2. Competently conduct a simulated diversion conference

3. Write a developmentally-appropriate, multidisciplinary, and cost-effective diversion program or alternative measures to detention that will serve the best interest of the CICL

5. Design a capacity building plan on the conduct of diversion at the barangay, LSWDO, law enforcement (police) levels

 

Specific Objectives

1. Create a profile of active community organizations present in one’s own community

2. Engage selected community organizations in planning a program that will equip them with the basic principles and procedures of handling CICL through diversion
